These were manufactured by Phenom Mod, and as best as I understand it they're just a modernized clone of the old Team Xecuter CK3 Pro power units.   Where those used a molex connector, these take advantage of the modern USB-C PD (power delivery) standard to source their power. 

IMPORTANT:   You need a STRONG USB-C power supply with these!  I recommend a USB-C laptop charger as those will output sufficient for operating the DVD drive.  With an under-powered USB-C power supply you will get sluggish DVD drive ejection and possibly no functionality at all.
